Express Entry is the application system that Canada uses to manage skilled worker applications. It also is the most popular way to immigrate to Canada.
A job offer is not required to enter or be selected from the Express Entry pool. However, additional Comprehensive Ranking System (CRS) score points are awarded to those who already have a job.
Express Entry programs that let you immigrate without a job offer include:

Typically, Express Entry draws for Canadian permanent residents occur approximately every two weeks.

To enter the Express Entry pool, you must first create an Express Entry profile with IRCC.

Canadian provinces do not have the ability to give out permanent residency status. However, they can nominate you for PR if you have a profile in the federal Express Entry immigration system.

This is because nominated candidates get an additional 600 points for the Express Entry CRS score. The additional 600 CRS points virtually guarantee you an invitation to apply for Canadian permanent residence in an Express Entry draw.
